Loop hole - states should seek funds in January and federal will be able to fund. However the state does not have to disburse early and I agree they should not. Iowa article [ link to www.desmoinesregister.com (secure)] All states got a reserve. Memory flash under obamas shutdown, states had 3-6 month reserve to keep payn welfare. I listened to a discussion about this on the radio yesterday. If I'm not mistaken, food stamps cost 480 billion per month and the reserve was around 420 billion. The numbers may be a bit off but I remember they had a bit less than a months worth in reserve and said payments would have to be cut. If states had individual reserves, they didn't discuss it. They do. Pa is one state That may stave off chaos. Just realize I put 480 and 420 instead of 4.8 and 4.2.
