All the Dept. of the Interior signs (w/ bullet holes always present) I've ever seen state that shooting across a roadway is illegal - not shooting from one.
PS- I didn't see at first that you were in OR. I live in OR, in far East Multnomah Co, bordering Clackamas Co., and I shoot on BLM (Dept. of Interior, yes) when I need to shoot farther than the ~300yds I have to work w/ at my home/property.
I am 100% positive that the law is ACROSS the road shooting is prohibited - NOT from the road.
I hope you fight this. Also, there's a federal court in Portland, Eugene, Medford, and I think Pendleton. I'm not sure how this'll turn out, but I'm betting you're gonna never receive any ticket.

Thinking this is just pissed off federal workers. Years ago, my son ran into a similar situation: The voters of my county refused to provide extra funding for the city police. So they set up a sting operation to catch jaywalkers. My son got a ticket along with about 60 others over a weeks time. This was obviously done purely out of spite.
