ORD is (I think) the busiest airport in the world, based on takeoffs and landings...with that many planes coming and going, it doesn't take much to foul things up...weather, hardware failures (ILS outage), runway repairs or maintenance...and the airlines go there because a lot of folks want and need to fly there.
