When I lived in Chicago in the 80’s the gangs would announce a rumble and the cops would barricade the block off and let them have at with ambulances standing by. The only rule was no guns. Knive, chains and bats were legal. No charges would b filed as long as no guns were used. They’d just deliver the injured to the hospital and pickup the barricades once all crawled away. Win/Win.
