How is gas movement due to pressure differential the same as throwing a ball? You are comparing apples to oranges

With the flow control set to maximum distance, there is a recoil force of the nozzle as water streams out.

They are exactly the same. The heat of combustion of rocket fuel excites the gas particles causing them to push on the rocket, pushing the rocket away from the particles.

The expanding of the skateboards arms pushing the ball away from his is no different than the expanding gasses in the rocket nozzle.

Are you saying a gun fired in space would have no recoil? In this case, the bullet is the expanding gasses from the rocket nozzle.

Exactly, and in the case of the rocket in space, the "air" is the rocket exhaust. It has mass, not as much as the "blocks" but is does have mass. Pushing off of it at extremely high velocities imparts force on the rocket.
