It's because the gas expelled from rocket is pushing against other gas expelled from the rocket. It's like 2 people falling off a cliff, you can push against him as you both fall and you'll be able to influence your vertical position. Even in a vacuum this would still work.

Out the back and that differential pressure force pushes the vehicle forward. hf
