Having Spent over 20 YEARS in the Grocery Biz I have said for OVER 20 YEARS the solution is SIMPLE.
Do what WIC has been doing for years....you get coupons for food staples....as in 2 gallons of Milk, 3 pounds of Cheese, 5 pounds of protein, 6 pounds of veggies etc....ZERO SUGAR BASED items are on the list. ALL ITEMS MUST BE APPROVED FOR WIC. So when they go shopping with their $1000 Iphone it will tell them WHAT THEY CAN BUY and HOW MUCH per Week/MONTH.
Up the PENALTY, anyone CAUGHT EXCHANGING MONEY FOR GOODS goes to JAIL PERIOD and their STORE IS SEIZED by the GOV and sold at auction.

He ate well and in time I ended up with 3-4 blocks of that cheese in my fridge. Coupons giving choices, like the veggie/coupon one you suggested above would mitigate many of the supposed food reactions.
