For China it stretches further than loans, Venezualea holds the largest proven oil reserves in the world, the US has surpassed others in Production of oil, and now exports more than it imports...

China has in fact been taking oil as payments for it's loans and eased up on repayments by amount since 2016 but instead extended the loan period, Venezualea was also a major player in the Petro Yuan...

China is the world's largest importer of oil, the dots start connecting now.

For Russia it's about strategic balancing especially where the INF treaty is doen the toilet, by constitution the Venezuelans do it allow for foreign military bases but it has in the past offered it to Russia back in 08 Russia declined the offer...

(Publicly) since 2009 Venezualea has been refurbishing the island of La Orchila which has a runway capable if housing deployments of TU160 and TU95s...

Russia has also invested billions of dollars into Venezualea in its mining and oil industries and has credited Venezualea with Arms...
