I checked his twitter feed. It was 2:18 pm, on 2:19 pm bloomberg had the story about the blackout published.

It seems that Maduro's people are claiming Rubio had prior knowledge, but without any evidence. People don't look and parrot any old thing they hear, if it meets their personal bias.
