There is such a problem here. Maduro would blame a cyber attack whether or not it is true, so his statements have no value. It may be weeks, if ever, that we can learn about what happened.
So horrible to see a city the size of Caracas without potable water. It is likely to be tragic, and soon.
Unlikely this anger will be redirected. Too much visible evidence and history of deferred maintenance. The systems are mostly relics of the pre-Chavez period, built in the 70's and obviously not revamped, nor maintained properly. People know. It was written about extensively (globally) as recently as 2016 when the reliance on the one dam for such a high percentage of their energy created a long crisis and national emergency, including a shorter work week and scheduled brownouts, etc.
As the old saying goes, "Deferred maintenance is the most expensive kind".
No, this mess isn't going to be palmed off on some poor slob with a thumb drive -- it's systemic, and long-term. The problems have been known for decades. The political atmosphere has caused those able to do the delicate work of fine-tuning the systems which must be in sync to milliseconds, to quit the area.
Maduro is a sad excuse for a dictator. His emperor's new clothes aren't giving him cover.
