I'm sure former UN rapporteur, Alfred de Zayas, was aware of exactly which sanctions have been placed on Venezuela when he did this 40+ page report on the sanctions and the effect they're having:

Sorry, I am calling Bravo-Sierra on anywhere near 100% of the power being restored. I worked the grid for a while many years ago. They probably lost an easy $100mil++ in very large transformers and distribution equipment and they had all of those expensive pieces of equipment tucked away in storage? Then were able to remove all of the massive burned out transformers and then replaced them in 24 hours? Really? Or they have a super sophisticated double loop system where everything is redundant?
