Somebody knows exactly what the truth is in regards to all these infrastructure fails. There's been too many for all this to have been a series of accidents.

But at the same time, I do think the Chavez/Maduro administrations (see how I used a neutral-positive word, rather than calling their regime a "regime"?) need to get the basic services working again.

And this includes (most importantly, from a foreign investment perspective) support from outside entities, whether that might be China, Russia, or even (*gasp*) the USA.
