This is the strategic tactic used when overthrowing governments, to put the head of the government that you're trying to overthrow in a position where either option they choose, will result in danger for them. Don't do anything, and the coup succeeds, arrest Guaido, and the US may intervene.

US doesn't have the courage to intervene cause of several reasons. The main one is the conflict would be a long one.
