I would assume the most important actions regarding Venezuela are the ongoing communications between the US, Brazilian, Columbian, Chilean, etc. militaries and their Venezuelan military counterparts. Quiet discussions between officers who have trained and or worked together in the past.

To end this without major bloodshed, they need to turn the military against Maduro or, at minimum, talk them into standing down with a no-vote for Maduro.

There are good reasons why militaries spend so much time training together--the relationships built can be invaluable in situations like this.
