He has said twice now that the wall is being built. I'm assuming it's being built by the Army Corps of Engineers.

He knows the dems, and Nancy in particular, will never fund the wall, therefore the wall would never get built if left up to them. As Commander-in-chief, Trump can order the military to build the wall and they will build it.

The Speaker of the House, no matter who is the Speaker, has complete control of the House of Representatives.

On the other hand, how do we know that the republicans weren't also playing their part in letting the radical dems take the House in the last election? Then, power hungry as the dems are, they proceeded to begin slowly dismantling the country to take full power.
