Who had the most to gain from the collapse?
Not the Russians.

Now to prove that I'm not from some Russian troll factory, Putin did do his own series of inside jobs, and had the FSB blow up several civilian apartment blocks to justify the invasion of Chechnya (This was pre 9/11) But he wouldn't have ever dreamed of even considering doing 9/11, the potential repercussions of nuclear combat are too great to take such a stupid risk, with little to no gain. Putin never stepped on our toes, our Government stepped on his, and then he punched them in the nose.
