States were coerced into those standards, first by GWB's impossible "No Child Left Behind", then when all states were failing to meet their "obligations" under NCLB, Obama gave them a pathway out of trouble, but only if they implemented Common Core compliant standards ("Race to the Top".) So it was imposed by tricks from the Federal level, but undoing it is really up to each state. .
