They may pass whatever bill they wish in regards to how they may divvy up their electoral votes in their own state, however they may not enter into a pact with other states to make their votes contingient on other states voting results. Interstate compact or not, a state can do what they want with their votes, so I don't see how it can be stopped, but a state may want it agreed to by other states to not waste its votes. Colorado went Dem the last three elections anyway, and they are even more Dem now. It would be hilarious if they unintentionally forced themselves to go Trump!
