When the Government declares a National Emergency, it's an extremely serious thing, especially during war time or a crisis situation.

Your 'constitutional' rights go right out the window, and you can be indefinitely detained if you've been put on a list as a possible enemy of the state.

During WW2, there were many people on this 'list' including the man who ran the Manhatten Program, to be imprisoned in the case of a "National Emergency" this was the EXACT WORDING.
