I'm not from US, but even I know you can get housing dirt cheap there. Way, way cheaper than here.

I've seen full houses sell for just a couple of grands.

That is so variable according to location when it comes to housing cost.
Costs come from the State to local area within a State, proximity to Universities, major industry as well as major retailers and tourist attractions.
Many things can run housing costs up besides market value assessments, tax assessments, crime levels, education levels etc.
For rent it is the same as home ownerships.
Not everybody wants to live near or around any of the things that drive housing costs up hyper inflated high.

It is State issues whether city within the State or what ever. Most comes from unemployment out of proportion and increased population on top of it.
Centralizing all revenue around one or a few productive things while letting all lower valued employment or production ares just decline out.
Doing so for cheaper replacement laborers while cost of living is based on what by majority population is not apart of.

Imbalance and unsustainable for a lot of the population.
State, city, county and town mismanagement as a whole.

That's poverty. You want poverty. You want us accept poverty. You want America to be a poverty nation.

The most important things to do, secure borders, and get homes for people, that is theirs and can be passed onto their families, for life. Big Eco Farms where 1/3rd is turned into 1/4 acre lots and slowly from second RV's with shared bathrooms emergences cob homes and even 2 story for big families.

With the farm planted out in things that make money, health industry, industrial hemp, high end items, curcumin, green tea, etc, and also have on the property workshops for woodworking, pottery, art, dark rooms for photography, weaving/spinning, metal working, blacksmithing, electronics and energy device creation.

And a shared commercial kitchen.

Focus on the children of homeless or poor families being well rounded and trained in a variety of hobbies and businesses and able to market food items.

Arrange transportation.

Start a few businesses that will fund transportation into the city every hour or 2 hours daily so no one is cut off while living in the country.

And the money from the farm over time, gradually fixes up the homes, first come first serve and then saves up for a second one.

People with money could do this.

I would do this if I won a lottery or if the family business eventually does well.

I don't understand why it hasn't already been done.

Government wouldn't have to wait.

THey could run a couple lotteries and buy some land up in rural areas just outside of small cities and set people up.

Also like Norway, whether a conservative or liberal mix of government is in, the food, heating, and homes are not investments and the prices are kept low.
