The link is to a report that was created by the Clinton administration right after the Rwanda genocide. While I rarely agreed with Clinton...this is a very eye opening little paper. The gist of it....there are eight steps to genocide - the page describes them. I will hold off from listing out my reasons for believing this is coming.
