How about beginning a mass demolition and construction initative using state, local, and federal funding to tear down derelict structures, haul off trash piles, and land scape with lovely green plants throughout every ghetto from the west coast to the north east. Plenty of run down towns that could use face lifts.

You could hire tens of thousands for high way trash pickup, while allowing them to get certifications in carpentry, masonry, electric, heavy equipment operations, and trucking.
