I believe that is the premise for the book "Les Miserables"...

I forget exactly what the "offense" was, speaking out against some "authority" figure, or something of that sort...

The character in the book was denied any gainful employment in the town he lived it, his family was starving, he was tormented by the despots-in-charge.

He stole a loaf of bread to feed his family, and was sentenced to life-in-prison.

Such is the nature of true Demonic Despotism...
