Is that a bad thing for a country to do? Shouldn't we in the USA do the same to protect in-country communications of our own, particularly private ones of our military and government? I don't think it means the worldwide web is to be out of access for Russians permanently; it's about protecting themselves from attack and stopping outsiders from cutting them off and the obvious: eavesdropping on them.
