Its not internet shut off its disconnect from the world web.
In practice, the test will mean that the data that passes between Russian citizens and organizations will remain within Russia, but not be diverted to the rest of the world.

I don't think it means the worldwide web is to be out of access for Russians permanently; it's about protecting themselves from attack and stopping outsiders from cutting them off and the obvious: eavesdropping on them. So why are we all hearing about what Russians are planning to do? lol I guess the test isn't ready yet.:) China is all up in our communications, even right in our computers with their little chips and other goodies - we can't go dark to other countries - we's been had, as they say, and can't very well become "unhad". China and Russia are buddies now, when it suits them to be, so likely everything China learns about us goes also to the Russians.
