It's the SBC respecting individual control by local congregations that is making it harder to catch them. SBC isn't "shifting" the pedos to different churches; they're not able to catch them because they refuse to have a centralized database or intrude on a local church's right to hire whomever they want. The SBC has no authority at all over local churches, really. It's a very loose affiliation they have with the local churches and certainly not a hierarchical structure.
