What state are you in? I just did a search and nothing turned up about them being illegal on the federal level. There are some state laws though, but they vary.

Reasoning I can think of (not saying I agree with it.) If you’re buying a bullet proof vest, you’re planning to put yourself into a dangerous situation. Maybe the assumption is that only psycho mass murderers would be the ones that would be planning to put themselves into a dangerous situation like that and have need of vest.

Body Armor Law in Texas. In Texas, anyone can purchase and use a bulletproof vest, unless he or she has been convicted of a felony. Bulletproof vests and all other body armor can be purchased online or face-to-face.
