Sitting Presidents only personally write about 10% of what is prsented of the American people or Congress They all write DRAFTS that outline their personal policies and some have even relied on their speech writers to craft an entire legacy [JFK and Ted Sorenson come to mind here - without Ted there never would have been an "ask not...." footnote to history!]. The only bottomline that matters is that the POTUS puts his name to what is written on his behalf. PERIOD!
