One went back and passed again, the other did not. Trump could veto it, and rally GOPs not to support it again, since so much toxic sludge in it has been uncovered. He could also 'hold it for review' weeks and let the government shutdown again. What Trump did by signing it (if indeed he has) is tantamount to CAPITULATION. It's a weak move that emboldens the Dems.
