If you watched the video carefully and consider a few other videos this guy made related to Russia/Putin and Israel relationships, you will understand that he is well aware of Russia colluding with Israel.
In fact, he left no doubt about it in some recent videos he made.

He mentions Putin being a Chabad Lubavitcher or at least having very close ties. He does meet with Chabad and there even photos documenting it.

What he is telling us basically, is that this attack is part of the plan. The Chabadists consider themselves as the hand of G_d (at least the lower pawn ranks do so).
