When un-democratic leaders are given "financial aid" (like George W. Bush did in his first year as POTUS to the tune of $15 BILLION), the money goes to prop up the dictatorial regime -- the police force, jails, propaganda for the leader, buying off foes & fence sitters, bolstering their militaries. A scant smattering of it goes to "the people".

In other words, it gets flushed down the toilet. But the Left in the U.S. gives praise to the financial aid, because "symbolism over substance" -- the Left's motto.
