Congress can rescind a presidential emergency declaration, Trump will veto it.
Congress could then override it with 2/3 majority in the Senate and the House.
2/3 is 290 supermajority vote from the House of Representatives.
67 supermajority vote from the Senate, does not seem possible.

The fact is that the Constitution says all government spending must be appropriated by Congress.

The President does not have the power to sign an executive order in order to spend money on whatever he wants.

Allowing a President to do this just because you agree with what he wants to spend the money on is a terrible precedent and an unconstitutional expansion of executive power.

The expansion of the President's power is what caused all of our problems such as endless war, Obamacare, etc.

Trump doesn't need support to declare a National Emergency. Dog and pony show. Ah, fuck it, have a good Sunday. ANd on Monday learn your own governmental structures and the laws around them. I'm not going to sit North of the border and give you a lesson.

Congress has not voted to build planned parenthood faculties. They already voted for the border barrier.
