There were many different "who's" - the who's at very high levels that gave the green light for a violent FF - the who's at moderately high levels who were chosen to administer it - the who's . . . - and the who's that did the wiring/set the charges.

It would be shocking if any of the who's were ever officially publicly identified. But some are easy to identify.
