Could be just encryption. I remember watching a video on FBI HRT and at a flip of a switch could encrypt radio comma. Would should like gibberish to the listener. I'll bet this is spy related Intel gathering or something.

Looks like there is recon on a target or something on going. If this was the first encryption the person may have arrived. Probably will not be the last comms. There may be an early morning thing happening as a result of this.
