That may be the right thing. If you apprehend those people, then after you catch & release them you have to give them a nice ride into town and protect them and give them health care. This way they're more on their own.

You need the wall. Otherwise they cross, get willingly caught, then you get to give them health care and a ride to their "sponsor". You have to keep them from even getting here, because once they're here our laws are so weak, and the same is true many places, even on Mexico's southern border.
