I can't hear it quite clearly enough but at several points it almost sounds as if he's speaking in Croatian (or similar). Not absolutely certain.
He talks quietly to someone (or to himself) at various points - surely he was making sure that someone posted the video, among other things.

Face of mature man...mid to late 30's. I agree. Originally I thought I had heard the NZ police commissioner had said "A man in his 30's was to appear in court"...assumed it was the "live streaming" killer because of his FACE. But then they said he was 28 years old? Just catching up on things anyway.
