The 'Wall', in case you haven't figured it out yet, is a metaphor for Space Command-and-Control via the 'Fence', a perimeter field (or shield) of electro-magnetic energy in near-Earth orbit that monitors what goes-out from and comes-to the planet, like 'rings around the Earth' that the U.S. Air Force took over from the U.S. Navy after 9/11.

The State Department has control of the NGA (National Geospatial Agency) which is the feeder-agency for information from the Fence to the other departments of the military and the Intel commnuity (though it is obviously not shared equally).

Only Jared Kushner has Q-Clearance now (since early March this year) so coupled with his position in the U.S. Government and the State Deparment's control of the Department of Energy (read: nuclear), he might as well be running the country from Israel.

Upgrading it won't do much now that it's hacked by adversaries, so 'Wall' Street and the rest of the Banks and Deep State have two problems: Deutsche Bank, and Boeing. Both are related to Trump.
