I worked as maintenance on Vulcan bombers in the 70's.

All tools checked before getting inside the beast and all tools checked before leaving,and double checked by colleague

In a blistering attack on Boeing, the Air Force's top acquisition official said the company has a "severe situation" with flawed inspections of its new KC-46 air refueling tanker aircraft, after trash and industrial tools were found in some planes after they were delivered to the Air Force.
Dr. Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics, made clear his concerns after visiting Boeing's Everett Washington plant where the plane is assembled.
"I left concerned, and I also left thinking Boeing understands they have a severe situation that's going to take top level engagement from their company," Roper said.
After discovering the problem, the Air Force stopped accepting the new tankers from Boeing on February 20.

More likely some other serious issue is the reason for stopping delivery.

This is for the public. You don't stop delivery of planes you need for this. Maybe complain and seek financial redress. Something else is going on.

The deliveries of the Boeing KC-46A Pegasus tanker resumed on March 11, 2019, after more than a week of suspension due to loose tools and debris found in the planes.

A KC-46A Pegasus was delivered to the 97th Air Mobility Wing in Altus Air Force Base, Oklahoma, according to a press release from the United States Air Force.

This marked the resumption of deliveries, after suspicious objects were found in several aircraft that had been already received by the Air Force. The planes had been assembled at Boeing main’s facility in Everett, Seattle. The objects were described as loose tools and Foreign Object Debris (FOD).

The issue was initially reported on February 20, 2019, after five aircraft were already delivered. The deliveries were subsequently suspended on February 28, 2019, according to a Boeing memo published by The Seattle Times. Training flights were also put on hold.

To tackle the issue, a Corrective Action Plan (CAP) was issued for the delivery process. “As directed by the CAP, subsequent deliveries will occur as Boeing successfully completes each aircraft’s inspections and actions,” said Rose Riley, Air Mobility Command Public Affairs spokesperson.

I remember a guy who worked at Chrysler telling me once some degenerate took a shit in the door of a minivan and put the door panel on.

He worked repairs at the end of the line and had to have a new door brought out and he replaced the shitty one with a new one.

People in factories do all kinds of stuff like that.
