These people seem to be crowding against the wall, not trying to scramble to get out through another door that is right there, to which, they could have fled as he was coming down the hall initially, and instead, all look to either be playing dead or I don't know what, as many of them haven't even been shot yet at this point.

What about the people on the other side of the room, to his left? This is where it gets weird.

Yes, it was a tactical light that was flashing.

Many of them have a strobe mode because it supposedly disorients better than just the solid light pattern. And people susceptible to certain seizures can have one if a strobe is used.
