Fund this with emergency funds directly to state, to people in state.

We have a whole Country, and we need to work together on big issues.

Enough people are adapting to a more plant based diet to support this.

Farmers can change their crop according to need.

Hemp - plant Hemp in place of Ethanol. (and about 100 other things.)

Feed Chickens hemp seed, this will give the proper ratio of Cannabinoids to Humans and greatly increase the Countries Health.

Try to Build as many greenhouses on a large scale as possible, as future weather will not be easing up for a while.

Give Federal (Bank) loans to anyone (reasonably) who wants to farm. The only reason we outsourced in the mid 1900's was because our land lacked the ability to provide nourishing food. This was the report that spawned the trading with other countries.
