There is a right way and a wrong way. One can throw a surprise party without lying and deceit. Keeping secrets until the opportune time to reveal them can be okay. No need to lie. White lies are a sin too. It does say all liars.

When it comes to judging, we must judge righteously, for the measure we use will be used against us. We must judge within the laws of God, for God is the only lawgiver and if we judge those accepted by God we sin. For where there is no law there is no transgression.
