I hear you, but making promises you would WANT to keep, but would be unable to keep because of say, Congress, is not really lying. All these politicians saying they would do this or that if elected President, simply means, if the bill ever reaches their desk, they would sign it. Pretty easy to say you will do this or that when you know damn well Congress will never present such a bill for you to sign.
