Sorry, but they should have that right and use it.
"People Who Annoy You" comprise the entire population of Detroit proper. They all collect pit bulls that are bred for their monstrosity.
These dogs will attack and kill.
Put them down.
They should also have the freedom to shoot the owners, quite frankly.
