Let me guess. This is another case of abandoning animals. Woman left pets for landlord to dispose of after moving, landlord never visits the property for weeks or month, animals finally discovered and of course one already dead and the other almost dead.

This shit happens WAY TOO OFTEN. Owners need to be SEVERELY punished and LANDLORDS need to be held to a rule to have property visually inspected within a week of tenet leaving or face fine themselves.

That's about the only way animals subject to this kind of abuse can be saved. Landlord calls animal control and they can go after the tenet for abuse.
