I think gold plays into this somehow. "Oro" means gold in Spanish and Italian and the flood that happened and the breach exposed bunches of gold ore and nuggets that had gold prospecters going nuts! Blm kicked them out.
The Feather River that Oroville dam flows into is an interesting name. Reminds me of the ancient Egyptian afterlife and the "feather" of truth.

The whole valley was depleted gold mines. Smaller dams were built and then intentionally blown up to wash out the deposits. The exact area of Oroville (goldville) Dam is one place this happened.

The geological "national security item" that Cahill talks about is a huge deposit of gold underneath the complex.
