Green card holders are legal immigrants! They are NOT guest workers. Green card holders are(or used to be) aliens who the government has properly vetted as wishing to move here and have something valuable to contribute to our nation. Green card holders are desirable aliens who will have the right to become citizens if they continue to meet the requirements.

Guest workers - H1B and H2B are NON-immigrant visas! They are required to leave after a period of time unless they get approved for another type of visa. They are here to contribute to the economy and get paid for it - nothing else. Yes, those programs are abused too, but that's far less of a problem than a border invasion of ILLEGAL ALIENS, aka border jumpers or overstays.

So a solution would be to suspend the SS# if a tax return isn't filed in X amount of years.

We have to submit so many different verifications that proves we are US citizens, photo ID included.
They put us through a minimum of 4 different proofs we have to submit to prove we are Americans.
From drivers license showing our residence, utility bills or personal property tax records on our homes, Birth Certificates, SS cards, graduation records with our local schools or school records if not graduated.

If the employer does not submit them they cannot employ you and if the let you work on temporary time until it is verified and it comes back unverified, they release you and will not rehire you.

How these scams are run without getting caught is beyond me.
We even have to walk around with photo badges and our names on them, as well as what section, department or level you are working in or from.

They would have to be running some kind a fraud scam to pull that off.
