Looks more second-first world actually. Its hard to classify some countries so easily. Due to size for example, some countries vary wildly between first and third within its borders.
A town with functioning electric and plumbing systems but with potholes on roads and faded road markings is best classified as second world for example.
Another factor is race. Standards are higher the more whites or oriental asians are present.
But OP is right. To call these areas affulent is a stretch. Maybe affulent for Australia but first world status is increasingly becoming more elusive for many places, even in Japan, arguably one of the few remaining first world nations, including a few nordic nations.
