The government "lawyers" are in on it since their attorneys fees are also paid by the taxpayers. same as when the government lawyers go after banks. Both sides are in on it as a means to create huge slush funds of money outside of congressional oversight. So, Citibank, or whoever is "fined" $100 million. Is that money ever accounted for? He fully indulges in conflicts of interest and grifts the US taxpayers Is there a possibility that you might be mistaken here? It's MY understanding that President Trump went through all the legalities to separate himself from all of his business interests beforehand so that they would go into effect the moment he was actually elected (don't forget, there's a two-month period between the Election and the Inauguration). Additionally, he takes a salary of only ONE dollar a year, and donates his entire salary to hospitals and Veterans' groups. I sincerely doubt that he's "grifting" the Public by charging extra golf-cart fees. The Deep State and those in DC have been using the tax payers as a slush fund for decades. This is why Obama's Admin instituted all of the environmental regulations, so that when a corporation was fined (which was often), the fine payment went into a fund that was never audited. So the regulations were used like an extortion racket, and the fines were used like a slush fund. They also do this with 'foreign aid.' Who accounts for all of that money sent overseas? And then those same countries turn around and make 'donations' to 'foundations' (ie Clinton) and 'institutes' (ie McCain). The cartel in DC acts as a transnational organized criminal enterprise with them robbing blind the US taxpayer and laundering the proceeds through various govt programs and non-profits/NGOs.
