Sometimes burglars and other criminals do things like that , to appear harmless while doing something illegal
For all this officer could have known, this guy could have been there casing the place

Bullshit, in fact they have ruled the exact opposite. You show me where The Supreme Court ruled that I'm required to show id merely because a cop asks for it? Show me that ruling. They must have reasonable suspicion that you have committed or are about to commit a crime and they have to articulate that crime. You have no duty to provide them with id merely because they want to see it or because they ask for it.
