No, but if NY convicts someone in a NY court, this law says that the Prez can't pardon that person for that crime even if it's littering or jaywalking. And if the state of NY convicted someone in the state of the exact same crime they'd been convicted of Federally, even if the person were pardoned Federally they would still have to serve the 50 years (or whatever the sentence might be) in the STATE penal system without the possibility of a Presidential pardon.
